Governments should adopt and enforce regulations:

to make all indoor public and working environments free of tobacco smoke;
to restrict smoking in outdoor public places such as sports stadiums;
to make shared indoor areas of institutional and custodial facilities smoke-free (with any dormitory areas occupied by smokers not to be shared with non-smokers and to be provided with separate ventilation systems);
to prohibit exposure of children attending family day care schemes to environmental tobacco smoke; and
to ensure that the Sydney Olympic Games in 2000 is smoke free.

Governments should also consider legislation to prohibit smoking in private vehicles when children are passengers.
