Antismoking policy areas that need to be addressed:

• Point-of-sale advertising;
• Public smoking;
• Access by minors;
• Advertising/promotion loopholes;
• Packaging and pack warnings; and
• Pricing (including conversion from excise by weight to per-stick excise formula).

Antismoking programs that need further development:

• Comprehensive, integrated schools programs;
• Cessation services; and (perhaps most importantly),
• Persuasive, pervasive and persisting public campaigns.
